The Transformation of Digital Entrepreneurship in Afghanistan in the Age of Artificial Intelligence; An Approach Based on Intelligent Computing, Algorithmic Ethics, and Comparative Analysis

Abstract
The rapid advancement of artificial intelligence has transformed entrepreneurship from physical assets to data-driven and algorithm-driven processes. This study focuses on Afghanistan—a country in the early stages of digital transition-and addresses the question of how a framework based on intelligent computing and aligned with algorithmic ethics can be designed for digital entrepreneurship development despite infrastructural, data, and human capital constraints.Using a descriptive-analytical method and drawing on computer science literature, this paper examines the role of intelligent computing architectures, algorithmic capabilities, and data infrastructures in enabling digital entrepreneurial ecosystems, while simultaneously addressing algorithmic ethics challenges including bias, transparency, accountability, and privacy. A comparative analysis with India and Rwanda is conducted to identify transferable technical and institutional patterns.The findings indicate that limited computational infrastructure, lack of standardized national datasets, and shortage of skilled professionals are the main barriers. However, access to cloud computing, the use of lightweight machine learning models, and the gradual development of localized data ecosystems provide practical pathways for implementing AI-based solutions. Furthermore, integrating algorithmic ethics principles is essential for enhancing public trust and technology adoption in Afghanistan.
